The County of San Diego Sheriff's Office is soliciting proposals for online credit reporting services to be used by authorized Sheriff's Office personnel for law enforcement investigation purposes. The platform must provide access to consumer credit information and related financial data in compliance with the Fair Credit Reporting Act (FCRA) and all applicable California privacy statutes. All access must be logged and auditable. This contract replaces expiring Contract #564375.
• FCRA-compliant consumer reporting agency registration • Law enforcement permissible purpose agreement and user credentialing process • Full access audit log retained for minimum 7 years • Role-based access controls with individual user accounts • CJIS Security Policy compliance (where applicable) • 256-bit encryption for data in transit and at rest • 99.9% uptime SLA with planned maintenance windows outside business hours • General Liability Insurance: $1,000,000 per occurrence • Professional Liability (E&O): $1,000,000 per occurrence • Training for authorized Sheriff's Office users provided at no cost • Incident notification to Sheriff's Office within 24 hours of any data breach
Eligible vendors must be consumer reporting agencies (CRAs) registered under the FCRA and authorized to provide credit data to law enforcement agencies under permissible purpose provisions. The vendor must have a current Memorandum of Understanding (MOU) or data use agreement framework compatible with law enforcement use.
