    Gang Intervention Services

    The County of San Diego Probation Department is soliciting proposals for gang intervention services targeting youth and young adults under probation supervision who are involved in or at risk of gang activity. Services include street outreach, individual and family case management, mediation and conflict resolution, mentorship by credible messengers with gang-intervention experience, tattoo removal assistance, employment placement, and linkage to educational and vocational training. The program must demonstrate fidelity to an evidence-based or evidence-informed model and be deeply rooted in the communities it serves. This is a new contract.

    Requirements

    • Evidence-based or evidence-informed gang intervention model (e.g., Cure Violence, OJJDP-recognized program) • Credible messenger outreach workers with documented lived experience • Staff background clearances (note: prior gang-related convictions evaluated on a case-by-case basis per hiring policy) • Case management: minimum bi-weekly contact per youth • Crisis response and mediation availability 24/7 • Tattoo removal partnership or direct service offered • Employment and education referrals with follow-up tracking • HMIS or County data system compliance • General Liability Insurance: $1,000,000 per occurrence • Monthly program reports: outreach contacts, enrollments, incidents mediated, employment placements • Coordination with Probation officers, law enforcement, and school partners

    Eligibility

    Eligible applicants include community-based organizations and nonprofits with documented success delivering gang intervention or violence prevention programming in San Diego County communities. Organizations must employ or have access to "credible messengers" — individuals with lived experience of gang involvement who can serve as effective outreach workers.
