The County of San Diego Department of General Services is soliciting proposals for as-needed hazardous material abatement services at County-owned and leased facilities. Services include asbestos abatement (friable and non-friable), lead-based paint (LBP) removal and encapsulation, mold remediation, and coordination with industrial hygienists for pre- and post-abatement air monitoring. All work must comply with Cal/OSHA, EPA NESHAP, and California Department of Public Health (CDPH) regulations. This contract replaces expiring Contract #569654.
• California C-22 Contractor's License (Asbestos Abatement) • CDPH Asbestos Abatement Contractor registration (current) • CDPH Lead-Related Construction Contractor certification • Certified asbestos workers and supervisors (Cal/OSHA 8 CCR 1529 compliant) • Industrial hygienist (CIH) for air monitoring — on staff or documented subcontract • EPA NESHAP notification compliance for demolition/renovation • Cal/OSHA Lead Construction Standard (8 CCR 1532.1) compliance • Negative air enclosures, HEPA filtration, and decontamination units as required • Air monitoring results provided within 5 business days of project completion • General Liability Insurance: $2,000,000 per occurrence / $4,000,000 aggregate • Pollution Liability: $1,000,000 per occurrence • Workers' Compensation Insurance
Applicants must hold a valid California Contractor's License with a C-22 (Asbestos Abatement) classification and a current CDPH Asbestos Abatement Contractor registration. For lead abatement, a CDPH Lead-Related Construction (LRC) Contractor certification is required. The firm must have a minimum of five years of experience performing regulated abatement in California.
