The County of San Diego Probation Department is soliciting proposals for a contractor to deliver a comprehensive life skills program at the Youth Transition Center (YTC) for youth ages 15–24 in Probation custody or transitional placement. The curriculum must cover financial literacy (budgeting, banking, credit), employment readiness (resume writing, interview skills, job applications), independent living (housing search, tenant rights, household management), health and wellness, and civic responsibility. Programming must accommodate varying literacy levels, be culturally responsive, and align with Positive Youth Justice (PYJ) principles. This is a new contract.
• Evidence-based or evidence-informed life skills curriculum (e.g., SPIN, ANSELL-Casey, or approved equivalent) • Culturally responsive and trauma-informed facilitation approach • All facilitators must pass DOJ/FBI fingerprint background clearance prior to entry • Programming offered minimum 3 days per week within YTC schedule • Pre/post youth competency assessments conducted each quarter • Individual goal plans developed with each participant • Employment placement or education enrollment outcomes tracked at 6 months post-exit • General Liability Insurance: $1,000,000 per occurrence • Quarterly outcome reports submitted to Probation Department • Coordination with YTC case managers and Probation officers
Eligible applicants include youth development nonprofits, workforce development organizations, and educational institutions with documented experience delivering life skills programming to justice-involved, foster care, or similarly at-risk youth populations. Program facilitators must be able to obtain required background clearances to work in a secured juvenile facility.
