The County of San Diego Public Works Department is soliciting proposals from licensed biohazard remediation contractors to provide as-needed cleanup and disposal of blood, bodily fluids, sharps, and other regulated biohazardous materials at County facilities, parks, roads, and public rights-of-way for Roads Divisions I and II. Work is issued on a task-order basis and must be initiated within two hours of notice for emergency response requests. The contractor is responsible for containment, decontamination, proper packaging, transportation, and disposal in compliance with California Department of Public Health and Cal/OSHA regulations. This contract replaces expiring Contracts #570958 and #570959.
• CDPH medical waste hauler registration • Cal/OSHA Bloodborne Pathogen (29 CFR 1910.1030) training for all field staff • BBP exposure control plan on file • DOT hazardous materials transport certification • 2-hour emergency response capability, 24/7/365 • Sharps and medical waste disposal manifests provided for all jobs • Personal protective equipment (PPE) meeting OSHA Level B or higher • General Liability Insurance: $2,000,000 per occurrence / $4,000,000 aggregate • Pollution Liability Insurance: $1,000,000 per occurrence • Workers' Compensation Insurance per California law • Post-remediation clearance documentation provided after each job
Applicants must hold a valid California Department of Public Health (CDPH) Registered Environmental Health Specialist (REHS) or equivalent certification and a California Department of Transportation (Caltrans) encroachment permit (or ability to obtain one). The firm must have a minimum of three years of experience providing biohazard remediation services to public agencies. A California Department of Health Services medical waste hauler permit is required.
