The County of San Diego Probation Department is soliciting proposals for a contractor to provide comprehensive behavioral health services to youth participating in the Juvenile Behavioral Health Court (JBHC). The JBHC is a collaborative court program designed for justice-involved youth with serious mental health needs. Services include mental health screening and clinical assessment, individualized treatment planning, individual and group therapy, psychiatric evaluation and medication management (or referral), family engagement, court report preparation, and testimony at court hearings. Services must be delivered using evidence-based practices appropriate to youth with serious mental illness. This contract replaces expiring Contract #564850.
• DHCS Medi-Cal provider enrollment or documented pathway to enrollment • Licensed clinicians (LCSW, MFT, or equivalent) providing or directly supervising all services • Psychiatric evaluation capability: board-certified psychiatrist or NP with psychiatric specialty • Evidence-based practices (e.g., CBT, DBT, Functional Family Therapy) documented in treatment protocols • Court report preparation and testimony by qualified clinician • Electronic health record (EHR) system with HIPAA compliance • Background clearances for all staff entering juvenile facilities • Professional Liability (Malpractice): $1,000,000 per occurrence / $3,000,000 aggregate • General Liability: $1,000,000 per occurrence • Monthly case status reports to Probation and court • Crisis response available during court business hours
Eligible applicants must be licensed behavioral health organizations under California law (e.g., licensed community mental health centers, hospital outpatient departments, or DHCS-certified organizations). Licensed clinicians (LCSW, MFT, LMFT, Psy.D., or Ph.D.) must provide or supervise all clinical services. Experience in juvenile justice behavioral health or specialty mental health courts is required.
