The County of San Diego Library is soliciting proposals for an online video learning product to be made available to all active library cardholders at no cost to the patron. The platform must offer a broad catalog of on-demand instructional video content covering workforce development, technology skills, academic preparation, language learning, creative arts, and personal enrichment. The vendor must provide MARC records for catalog integration, single sign-on (SSO) or library card authentication, usage statistics, and ADA-compliant (WCAG 2.1 AA) content. This contract replaces expiring Contract #564688.
• Unlimited simultaneous access for all County library cardholders • ADA/WCAG 2.1 AA compliance across all content and platform interfaces • MARC record delivery for all available titles, updated quarterly • SSO/library card barcode authentication (SIP2 or OAuth support) • Content catalog of at least 5,000 video titles across multiple subject areas • Closed captions on all video content • Monthly usage reports: unique users, sessions, titles viewed • COPPA compliance for patron data protection • Multi-device support (desktop, tablet, mobile) • Dedicated account manager and 24/7 technical support • Annual content refresh with new titles added monthly
Eligible vendors include e-learning platform providers and digital content aggregators with experience serving public libraries or educational institutions. The vendor must offer a library consortium pricing model and have experience with ILS (Integrated Library System) integrations.
