The County of San Diego Department of General Services is soliciting proposals from qualified contractors to provide as-needed HVAC control system services at County-owned and operated facilities. Services include troubleshooting, repair, and calibration of pneumatic and direct digital controls (DDC); programming and re-programming of building automation systems (BAS); sensor replacement and balancing; and preventive maintenance of control panels, thermostats, and variable air volume (VAV) boxes. Contractors must respond to emergency calls within four hours. This is a new contract with no expiring predecessor. Small and local businesses are encouraged to apply.
• California C-20 HVAC Contractor's License • Factory certification or documented training for at least one BAS platform (Siemens, JCI, Honeywell, Automated Logic, or approved equivalent) • Proficiency in DDC programming and troubleshooting • HVAC system balancing experience (TAB certification preferred) • 4-hour emergency response, 24/7 on-call availability • General Liability Insurance: $1,000,000 per occurrence / $2,000,000 aggregate • Workers' Compensation Insurance per California law • DIR registration (prevailing wage applies) • As-built control drawings and updated sequence of operations provided after any programming changes • References from at least two government or commercial building BAS maintenance engagements
Applicants must hold a valid California Contractor's License with a C-20 (Warm-Air Heating, Ventilating, and Air-Conditioning) classification and have demonstrated experience with commercial building automation and DDC control systems. Technicians must be factory-trained or certified by a recognized BAS manufacturer (Siemens, Johnson Controls, Honeywell, Automated Logic, or equivalent).
