    Subject Matter Experts in Historical, Cultural, and Biological Resource Services

    The County of San Diego County Fire Department is soliciting proposals from qualified environmental and cultural resources consulting firms to provide subject matter expert services for capital improvement projects, including fire station construction and renovation. Services may include Phase I and Phase II archaeological surveys, historic property evaluation and Section 106 consultation, Native American tribal consultation support, biological resource surveys (rare plants, special-status species, wetlands), CEQA biological and cultural impact analysis, and mitigation monitoring. Work is issued on a task-order basis. This contract replaces expiring Contract #568242.

    Requirements

    • Archaeologist: meets Secretary of the Interior's Professional Qualifications Standards (36 CFR 61) • Architectural historian: meets Secretary of the Interior's Professional Qualifications Standards • Biologist/Botanist: California Registered Professional Forester (RPF) or TWS-Certified Wildlife Biologist • Section 106 (National Historic Preservation Act) consultation process experience • CEQA Initial Study/Mitigated Negative Declaration and EIR preparation capability • Native American tribal consultation facilitation experience • CAL FIRE jurisdictional project experience preferred • Professional Liability (E&O): $1,000,000 per occurrence • General Liability: $1,000,000 per occurrence • Task orders completed on schedule specified in each order • Final reports delivered in PDF/GIS format with GPS-referenced site locations

    Eligibility

    Eligible applicants must be environmental consulting firms with professional staff meeting the Secretary of the Interior's Professional Qualifications Standards for history, archaeology, and architectural history, as well as registered wildlife biologists or botanists for biological resource services. The firm must have a minimum of five years of experience on California public agency environmental compliance projects.
