The County of San Diego Purchasing and Contracting is soliciting proposals for a vendor to provide mobile device resale and recycling services for surplus County-owned smartphones, tablets, laptops, and related mobile electronics. The vendor will pick up devices from County locations, perform certified data sanitization to NIST 800-88 standards, assess residual market value, and either resell or responsibly recycle each device. The County must receive itemized proceeds from resale and certificates of data destruction for all processed items. This contract replaces expiring Contract #563899.
• R2 v3 or e-Stewards certification (current, from accredited certification body) • NIST SP 800-88 Rev. 1 data sanitization process with certificate of destruction per device • Chain-of-custody documentation from County pickup to final disposition • Itemized value report and payment to County within 45 days of device processing • Scheduled pickup from multiple County locations countywide • Zero landfill disposal policy for all processed devices • ISO 14001 environmental management system preferred • General Liability Insurance: $1,000,000 per occurrence • Cargo/Transit Insurance for devices in transit • Monthly reports: units received, data-wiped, resold, recycled, and proceeds generated • Compliance with California Electronic Waste Recycling Act (e-Waste)
Eligible vendors must hold current R2 (Responsible Recycling) or e-Stewards certification from an accredited body. The vendor must have a documented data sanitization process meeting NIST SP 800-88 (Rev. 1) guidelines and be able to provide certificates of destruction for all devices processed. Experience handling government surplus electronics is required.
