    Residential Substance Use Treatment Program

    The County of San Diego Probation Department is soliciting proposals for residential substance use disorder (SUD) treatment services for adults under probation supervision. The selected contractor(s) will provide medically monitored detoxification (where clinically indicated), residential treatment in a structured therapeutic environment, individual and group counseling using evidence-based SUD treatment models, relapse prevention, life skills programming, family services, and discharge planning with linkage to continuing care. Facilities must comply with all California DHCS residential SUD licensing requirements and Title 22 regulations. This procurement replaces expiring Contracts #566671, #566672, and #566673.

    Requirements

    • DHCS AOD residential treatment license (current) • CADC or LAADC certified counselors for all direct treatment staff • Medi-Cal Drug Medi-Cal Organized Delivery System (DMC-ODS) certification preferred • American Society of Addiction Medicine (ASAM) Criteria–based assessment and placement • Evidence-based SUD treatment model (Seeking Safety, Matrix Model, or equivalent) • Medication-Assisted Treatment (MAT) integration capability or referral protocol • Co-occurring mental health disorder screening for all clients • Discharge plan to continuing care resources completed 2 weeks before exit • General Liability: $2,000,000 per occurrence • Professional Liability: $1,000,000 per occurrence • Monthly census and outcome data submitted to Probation • Probation officer access for case coordination meetings

    Eligibility

    Eligible applicants must hold a valid California DHCS Alcohol and Other Drug (AOD) Program License for residential treatment. Certified Alcohol and Drug Counselors (CADC) or licensed clinicians must provide all treatment services. Facilities must be accredited by CARF, The Joint Commission, or equivalent accreditation body, or be able to demonstrate compliance within 12 months of contract execution.
