The County of San Diego Sheriff's Office is soliciting proposals for as-needed commercial investigative research services to support law enforcement investigations, civil process, and asset recovery functions. Services may include public records research, corporate entity tracing, asset identification, skip tracing, and database-driven background verification using commercially available investigative databases. All services must comply with the Driver's Privacy Protection Act (DPPA), Fair Credit Reporting Act (FCRA), and applicable California privacy laws. This contract replaces expiring Contract #567916.
• California Private Investigator license (Bureau of Security and Investigative Services) • Access to recognized commercial investigative databases (e.g., LexisNexis, TransUnion TLO, IRB Search) • DPPA and FCRA compliance documentation • Permissible purpose agreements for law enforcement use • CJIS Security Policy compliance for all personnel with system access • Staff background clearances (DOJ/FBI) • Secure, encrypted data transmission for all deliverables • General Liability Insurance: $1,000,000 per occurrence • Professional Liability (E&O): $1,000,000 per occurrence • 24-hour turnaround on standard research requests; 4-hour for urgent requests • Confidentiality agreements executed prior to any work commencing
Eligible applicants must be licensed private investigative firms or investigative research companies operating lawfully under California Business and Professions Code Section 7520 et seq. The firm must demonstrate a minimum of five years of experience providing investigative research services to law enforcement agencies or government clients.
