The County of San Diego Child Support Services (DCSS) is soliciting proposals for legal process service on child support cases. The contractor will accept and serve a high volume of legal documents including summons and complaints, wage assignment orders, subpoenas, income and expense statements, and other court filings. The contractor must provide proof of service affidavits in a timely manner and maintain a case management or online tracking system accessible to DCSS staff. Service attempts must comply with California Code of Civil Procedure requirements. This contract replaces expiring Contract #574152.
• California registered process servers for all field personnel (CCP §413.10 et seq.) • Minimum three attempts at service per document (with dates and times documented) • Proof of service affidavit provided within 5 business days of successful service • Return of unserved documents with attempt log within 30 days • Online case tracking portal with DCSS staff access • Rush service capability (24–48 hours) for time-sensitive orders • Geographic coverage: San Diego County and adjacent counties (Riverside, Orange, Imperial, Los Angeles) • General Liability Insurance: $1,000,000 per occurrence • Professional Liability (E&O): $500,000 per occurrence • Per-document pricing with mileage schedule provided at bid • Monthly volume reports and outstanding document status updates
Eligible applicants must be registered process servers under California Code of Civil Procedure Section 413.10 et seq., or professional process serving companies employing registered process servers. The company must have a minimum of three years of experience providing high-volume process serving to government agencies or law firms in California.
