The County of San Diego Planning and Development Services (PDS) is soliciting proposals from qualified consulting firms or individuals to provide as-needed GIS analysis and spatial technology support on a task-order basis. Services may include geospatial data management, cartographic mapping, spatial modeling, CEQA technical analysis, custom application development on the ESRI ArcGIS platform, field data collection, and training. The contractor will work closely with PDS planners, environmental review staff, and GIS coordinators. This contract replaces expiring Contract #564902.
• ESRI ArcGIS (ArcMap/ArcGIS Pro and ArcGIS Online) proficiency required • GISP certification or AICP preferred • CEQA and NEPA environmental review spatial support experience • Geodatabase design and management capability • Python or ModelBuilder scripting for workflow automation • Field data collection using mobile GIS (Survey123 or equivalent) • County IT security compliance for handling County spatial datasets • General Liability Insurance: $1,000,000 per occurrence • Professional Liability (E&O): $1,000,000 per occurrence • Two-day turnaround on routine task orders; emergency mapping support within 24 hours • Deliverables in County-standard coordinate system (NAD83 CA State Plane Zone VI)
Eligible applicants include consulting firms or individual practitioners with demonstrated expertise in geographic information systems and spatial analysis. Candidates must have a minimum of five years of professional GIS experience, with at least two years on projects for California public agencies. AICP certification or GIS Professional (GISP) certification is preferred.
