The County of San Diego Department of General Services is soliciting proposals from licensed painting contractors to provide as-needed interior and exterior painting services at County-owned and leased facilities on a task-order basis. Services include surface preparation (cleaning, sanding, patching), application of primers and finish coats, repainting of striping and markings, lead-based paint testing and remediation coordination, and touch-up work. Contractors must be prepared to perform work during off-hours to minimize disruption to County operations. This contract replaces expiring Contract #569540. • California C-33 Painting Contractor's License • EPA RRP Lead-Safe Certification for all applicable personnel • OSHA lead abatement compliance (29 CFR 1910.1025 / 1926.62) • Use of low-VOC or zero-VOC interior paints unless County specifies otherwise • Surface preparation to SSPC-SP3 or higher where applicable • Off-hours availability for work in occupied facilities • General Liability Insurance: $1,000,000 per occurrence / $2,000,000 aggregate • Workers' Compensation Insurance • DIR registration and prevailing wage compliance • Job-site cleanup and disposal of all paint waste per California hazardous waste regulations • References from at least two public facility painting contracts
Applicants must hold a valid California Contractor's License with a C-33 (Painting and Decorating) classification. All personnel working on surfaces that may contain lead-based paint must hold EPA RRP (Renovation, Repair, and Painting) certification. The firm must have a minimum of three years of experience painting public facilities.
