The County of San Diego Probation Department is soliciting proposals for interim housing services to provide short-term, stable housing placements for adults and juveniles under probation supervision who face housing instability or are at risk of homelessness. Services include intake assessment, housing placement, basic case management, connection to community resources (employment, treatment, benefits), and transition planning to permanent or longer-term housing. Providers must have established relationships with landlords and permanent housing resources. This procurement replaces expiring Contracts #564186, #564188, #564189, #564191, #564192, and #564193. • State and local residential facility licenses and permits as required • Fire safety inspection compliance for all residential facilities • Background clearances (DOJ/FBI) for all staff with resident contact • Trauma-informed and gender-responsive service approach • Case management: minimum weekly contact with each resident • Resource referral and navigation to permanent housing, employment, and treatment • HMIS or County-specified data system data entry within 24 hours of intake/exit • General Liability Insurance: $1,000,000 per occurrence • Renter's Liability or Property Insurance as applicable • Monthly census reports and 90-day outcome data submitted to Probation • Coordination with assigned Probation officer(s) for each resident
Eligible applicants include housing providers, nonprofits, social service organizations, and community-based agencies with demonstrated experience operating transitional or interim housing programs for justice-involved individuals. Facilities must be appropriately licensed for residential occupancy and comply with all applicable local building, fire, and health codes.
