The County of San Diego Public Health Services — Tuberculosis Control Program is soliciting proposals for a contractor to deliver tuberculosis outreach and directly observed therapy (DOT) services across the US–Mexico border region. The contractor will identify and track TB patients who move between San Diego and Baja California, coordinate with the Baja California Secretaria de Salud, provide or facilitate DOT to ensure medication adherence, conduct contact investigations, and maintain bi-national case registries. Services must be culturally competent and provided in both English and Spanish. This contract replaces expiring Contract #564936 and is funded in part through the San Diego County Tuberculosis Control Program.
• Demonstrated experience providing TB outreach and/or DOT services, preferably in a binational context • Bilingual staff (English/Spanish) required for all patient-facing positions • HIPAA-compliant electronic health record system • Coordination protocols with Baja California health authorities • Licensed clinical staff (RN, LVN, or CMA) for DOT administration • General Liability Insurance: $1,000,000 per occurrence • Professional Liability (Errors & Omissions): $1,000,000 per occurrence • Background checks for all staff working with vulnerable populations • Monthly data reporting to County TB Control Program • Participation in bi-national TB case conferences
Eligible applicants include federally qualified health centers (FQHCs), community health organizations, public health nonprofits, or academic medical centers with documented experience in TB control, binational health programs, or infectious disease management in border communities. The organization must have the capacity to assign bilingual (English/Spanish) staff and maintain confidential patient records in compliance with HIPAA.
