The County of San Diego Purchasing and Contracting is soliciting proposals for as-needed regulated medical waste (RMW) removal services from various County facilities including health clinics, detention facilities, libraries, and park restrooms. Services include provision of appropriate RMW containers, scheduled and on-call pickup, transportation, treatment (autoclave or equivalent), and proper disposal. The contractor must provide waste manifests for all pickups and maintain records in compliance with California Health and Safety Code Section 118600 et seq. This contract replaces expiring Contract #564508.
• CDPH Registered Medical Waste Hauler permit (current) • Licensed and permitted treatment facility or documented subcontract with one • DOT hazardous materials transportation compliance (49 CFR) • Uniform Hazardous Waste Manifest provided for each pickup • On-call pickup within 24 hours; scheduled service at agreed frequencies • Sharps containers and biohazard bags/boxes supplied to County facilities • Annual RMW training offered to County staff upon request • General Liability Insurance: $2,000,000 per occurrence • Pollution Liability Insurance: $1,000,000 per occurrence • Workers' Compensation Insurance per California law • Electronic waste tracking system with County access to manifests
Eligible applicants must hold a valid California Department of Public Health (CDPH) Registered Medical Waste Hauler permit and a treatment facility permit or a documented agreement with a licensed treatment facility. The firm must have a minimum of three years of experience providing RMW services to healthcare facilities or government agencies in California.
