The County of San Diego Office of Emergency Services (OES) is soliciting proposals for administration consultant services to support the day-to-day operations of OES programs, including grant management, emergency planning document development, regulatory compliance monitoring, and stakeholder coordination. The consultant will assist with FEMA Hazard Mitigation Grant Program (HMGP) and Homeland Security Grant Program (HSGP) administration, subrecipient monitoring, financial reporting, and program performance evaluation. This contract replaces expiring Contract #574355.
• Certified Emergency Manager (CEM) or Associate Emergency Manager (AEM) preferred • Demonstrated experience administering FEMA HMGP, HSGP, or BRIC grants • Familiarity with California Emergency Management Agency (Cal OES) grant requirements • Experience with 2 CFR Part 200 (Uniform Guidance) federal grant compliance • Subrecipient monitoring and corrective action plan development experience • Professional Liability (E&O): $1,000,000 per occurrence • General Liability Insurance: $1,000,000 per occurrence • Availability for on-site work at OES offices (minimum 2 days/week if local) • Monthly progress reports and quarterly program performance narratives • References from at least two California county or municipal OES engagements
Eligible applicants include management consulting firms or individual consultants with demonstrated expertise in public emergency management administration, FEMA grant programs, and California emergency management regulations. FEMA Emergency Management Institute (EMI) coursework completion and Certified Emergency Manager (CEM) or Associate Emergency Manager (AEM) credential are preferred.
