The County of San Diego Probation Department is soliciting proposals for housing and resource navigation services to support adults and youth transitioning from Probation custody or supervision back into the community. The selected contractor will provide individualized housing search assistance, rental application support, landlord engagement and incentive programs, benefit enrollment (CalWORKs, CalFresh, Medi-Cal, SSI), employment referrals, and ongoing case management to help clients maintain housing stability after placement. Services must begin while the client is still in custody (in-reach) and continue for a minimum of six months post-release. This contract replaces expiring Contract #567429.
• Demonstrated housing placement outcomes for justice-involved adults (references and data required) • Established landlord network willing to rent to individuals with criminal records • In-reach services initiated 30 days before projected release date • Housing First approach; abstinence requirements not imposed as condition of housing placement • HMIS participation and data entry within 24 hours of intake/exit • Benefit enrollment assistance: Medi-Cal, CalFresh, SSI, and other entitlements • Housing stability follow-up at 30, 60, 90, and 180 days post-placement • General Liability: $1,000,000 per occurrence • Staff background clearances (criminal history evaluated per policy) • Quarterly housing placement and stability outcome reports to Probation
Eligible applicants include reentry housing organizations, housing-focused nonprofits, and community-based agencies with a demonstrated track record of securing and stabilizing housing for individuals with criminal justice histories. The organization must have established relationships with landlords willing to rent to formerly justice-involved individuals and knowledge of San Diego County's housing and homelessness resource landscape.
