The County of San Diego Probation Department is soliciting proposals for cognitive behavioral therapy (CBT) services designed to reduce recidivism among adults and youth under probation supervision. The selected contractor will deliver structured, manualized CBT groups and individual sessions that target criminogenic risk factors, cognitive distortions, and antisocial thinking patterns. Programs must be proven to reduce recidivism in justice populations and implemented with fidelity to the selected evidence-based model. Services will be delivered in Probation facilities, community settings, and potentially via telehealth where appropriate. This contract replaces expiring Contract #566450.
• Evidence-based CBT model with demonstrated recidivism reduction (e.g., Thinking for a Change, Moral Reconation Therapy, Reasoning and Rehabilitation, Aggression Replacement Training) • Program fidelity documentation and facilitator training records • Licensed or BBS-registered clinicians for all group facilitation • Separate program tracks for adults and youth (if serving both populations) • Manualized group curriculum with attendance and progress tracking • Individual sessions available for clients with higher clinical needs • Telehealth capability for remote service delivery • Professional Liability: $1,000,000 per occurrence • General Liability: $1,000,000 per occurrence • Background clearances for facility-based facilitators • Monthly reports: sessions delivered, attendance, program completions, and assessed risk/need change
Eligible applicants must be licensed mental health organizations (licensed community mental health centers, group practices, or nonprofits with licensed clinical staff). All CBT facilitators must be licensed or registered with the California BBS (LCSW, MFT, LPCC, or associate under supervision) and trained in the specific CBT model proposed. Justice population experience is required.
