1. Acceptance of Terms
These Terms of Service govern your access to and use of BELL, including our website, dashboards, opportunity listings, communications, and related services.
By accessing or using the platform, you agree to be bound by these Terms. If you are using the platform on behalf of a business or organization, you represent that you have authority to accept these Terms on that entity's behalf.
2. Eligibility and Account Access
You must be at least 18 years old and capable of entering into a binding agreement to use the platform.
Certain features may require you to create an account. You agree to provide complete and accurate information, keep your login credentials confidential, and promptly update your account information if it changes.
You are responsible for all activity that occurs under your account and for ensuring that anyone using your account complies with these Terms.
3. Permitted Use of the Platform
BELL is designed to help users discover and review public-sector contracting and procurement opportunities.
Subject to these Terms, we grant you a limited, non-exclusive, non-transferable, revocable right to access and use the platform for your internal business or informational purposes.
You agree to use the platform only in compliance with applicable law, procurement rules, and any instructions or policies we provide.
4. User Accounts
You are responsible for maintaining the security of your account and devices.
- Use a strong password and do not share credentials with unauthorized parties.
- Notify us promptly if you believe your account has been compromised.
- Ensure the information associated with your account is accurate, current, and complete.
5. Platform Purpose and No Guarantee of Results
The platform provides access to listings, summaries, and related information about government and public-sector opportunities. We may organize or present information to make it easier to search and review, but we do not originate every underlying opportunity.
We do not guarantee that any opportunity will remain open, be accurate, be complete, or result in a contract award, funding decision, interview, or business outcome.
You remain solely responsible for reviewing the original opportunity materials, deadlines, eligibility criteria, submission instructions, and agency requirements before taking action.
6. User Content and Submitted Information
You may provide profile details, uploaded materials, messages, saved preferences, and other content through the platform ("User Content").
You retain ownership of your User Content, but you grant BELL a non-exclusive, worldwide, royalty-free license to host, use, reproduce, process, adapt, and display that content as needed to operate, maintain, improve, and support the platform.
You represent that you have all rights necessary to submit User Content and that your content does not violate law, confidentiality obligations, intellectual property rights, or the rights of any third party.
7. Platform Content and Intellectual Property
Except for User Content and third-party materials, the platform and its design, software, branding, text, graphics, features, and underlying technology are owned by BELL or its licensors and are protected by intellectual property laws.
You may not copy, reproduce, distribute, modify, reverse engineer, create derivative works from, or exploit any part of the platform except as expressly permitted by these Terms or applicable law.
8. Prohibited Activities
You may not use the platform to:
- Access, use, or scrape the platform in a way that could damage, disable, overburden, or impair our systems.
- Attempt unauthorized access to accounts, data, networks, or security features.
- Upload malicious code, harmful files, or unlawful, deceptive, infringing, or abusive material.
- Misrepresent your identity, affiliation, qualifications, or eligibility for an opportunity.
- Use the platform to violate procurement rules, confidentiality obligations, or any applicable law or regulation.

9. Third-Party Sources and Links
The platform may include links to third-party websites, procurement portals, agency sites, or external tools. Those resources are provided for convenience only.
We do not control and are not responsible for third-party content, services, policies, availability, or practices. Your use of third-party services is governed by their own terms and policies.
10. Disclaimer of Warranties
The platform is provided on an "as is" and "as available" basis. To the maximum extent permitted by law, BELL disclaims all warranties, express or implied, including warranties of merchantability, fitness for a particular purpose, non-infringement, and accuracy.
We do not warrant that the platform will be uninterrupted, error-free, secure, or free from harmful components, or that any information made available through the platform will be current, complete, or reliable.
11. Limitation of Liability
To the fullest extent permitted by law, BELL and its affiliates, officers, employees, partners, and service providers will not be liable for any indirect, incidental, special, consequential, exemplary, or punitive damages, or for any loss of profits, revenue, data, goodwill, contracts, or business opportunities arising out of or related to your use of the platform.
To the fullest extent permitted by law, our total aggregate liability for any claim arising out of or relating to these Terms or the platform will not exceed the greater of $100 or the amount you paid us, if any, in the 12 months before the event giving rise to the claim.
12. Indemnification
You agree to defend, indemnify, and hold harmless BELL and its affiliates, officers, employees, partners, and service providers from and against any claims, liabilities, damages, losses, and expenses, including reasonable attorneys' fees, arising out of or related to your User Content, your use of the platform, or your violation of these Terms or applicable law.
13. Suspension and Termination
We may suspend, restrict, or terminate your access to all or part of the platform at any time, with or without notice, if we believe you have violated these Terms, created risk for other users, exposed us to legal liability, or used the platform in a manner that is harmful or improper.
You may stop using the platform at any time. Upon termination, provisions that by their nature should survive termination will remain in effect, including provisions relating to intellectual property, disclaimers, limitations of liability, indemnification, and dispute-related terms.
14. Changes to These Terms
We may update these Terms from time to time to reflect changes to the platform, our practices, or legal requirements. When we do, we will update the "Last Updated" date at the top of this page.
Your continued use of the platform after revised Terms become effective constitutes your acceptance of the updated Terms.
15. Governing Law
These Terms are governed by the laws of the State of California, without regard to conflict of law principles. Any dispute arising out of or relating to these Terms or the platform will be resolved in the state or federal courts located in California, and you consent to the personal jurisdiction and venue of those courts.
